Agents Mulder, Scully, and Niesluchowski believe that.  There’s just one problem. Mulder and Scully are fictional TV characters.  Brad Niesluchowski isn’t fictional.  He’s real, a (former) school district network systems administrator, and this report says he downloaded the “Seti@home” program from Cal Berkeley, onto school district computers.  The district didn’t appreciate that.  More here.
